In Europe, we could find two areas of TCM development. Western part has longer tradition, stronger economic and investment base and a little bit better conditions in legislation area.
Eastern ones, CEE countries, need more help – to communicate TCM Topics, needed and necessary level, results of science, and to collaborate with professional experts and centers from abroad, within Chinese. The most important topic is education. We talk about it (and other topics) with Mr. Professor Zhou Hua, General Director of Shuguang Hospital Shanghai.
Shuguang Hospital Shanghai is the leader in education and development of TCM in many countries all over the world. Is education, study projects, a part of project Belt & Road?
With continuous promotion of “Belt and Road Initiative”, it brought us unprecedented opportunities for the development in Traditional Chinese Medicine (TCM) industry. Chinese medicine, as an important part of Chinese culture, has been treasured for thousands of years. The bloom in scholarship establishment, cooperative education and teacher cultivation promotes multimedia technology application and attracts better graduate resources, which will strengthen TCM spreading in Belt & Road countries.
“一带一路”的持续建设给中医药产业带来了前所未有的机遇。作为中华文化的重要组成部分，几千年来中医药一直被视为瑰宝。奖学金项目的增加，合作教育的提升和师资力量的培养促进了多媒体技术的应用，吸引更好的的毕业生资源，这将强化中医药在“一带一路”国家中的传播。
What about your topics in Europe - to teach local doctors, to invite students to study at TCM University, or to send Chinese TCM doctors?
As a hospital affiliated to Shanghai University of Traditional Chinese Medicine, we mostly treat patients through TCM approaches. The China-Czech TCM Center, as our oversea unit, shares the same specialty. We have sent 5 TCM doctors to serve in the center since establishment. We hold TCM technology practice, lecture share and body exercise in the center to give the public better understanding of TCM.
About training, International Education College in Shanghai University of TCM provides undergraduate and post-graduate education for foreign students with interest in TCM. Furthermore, short-term international courses for health workers is coming for application on the university website.
作为上海中医药大学的附属医院，我们的治疗方式以中医药为主，我院的海外单位中捷中医中心同样如此。自中心成立以来，我院已经派出5位中医医师入驻。为了让当地民众更好地了解中医药，我们会举办中医技术演练，讲座和功法练习。
在培训方面，上海中医药大学国际教育学院为热爱中医药的留学生提供本科和研究生教育，面向健康工作者的短期培训申请也即将在大学官网上线。
Are there any possibilities, plans or ideas, to build up TCM international University in Europe?
We are willing to take part in the university foundation if EU have the plan to be put into practice.

Do you have some partners for your TCM projects in Europe?
Yes. We are collaborating with ACUFIT in Netherland for another TCM Center. We hope to establish a TCM center based on the model of China-Czech TCM center. Also, we have signed MOU with AP-HP in France.
是的，我们以中捷中医中心为模板，正与荷兰ACUFIT合作建立新的中医中心。我们还和法国AP-HP签署了合作谅解备忘录。
In CEE and 17+1 countries is situation a little bit complicated. Could you help to start up local TCM Centers to promote TCM in their countries?
We now only have a China-Czech TCM center in mid-east Europe, and many TCM centers are settled by other Chinese groups in these countries like Hungary. If NATCM asks for more TCM centers, we would take our obligation in construction.
在中东欧国家，曙光医院仅有一个中国-捷克中医中心。当然，国内其他地区在中东欧国家有多个中医中心存在，比如匈牙利。如果国家中医药管理局需要我们建设更多的中医中心，我想我们是义不容辞的。
Are there some combine TCM centers, local, national and Chinese, in some countries all over the world?
The "One Belt One Road" Development Plan for Traditional Chinese Medicine (2016-2020) proposed cooperation with countries along the route to build 30 oversea Chinese medical centers, promulgating 20 international Chinese medical standards, and building 50 Chinese medicine demonstration bases for foreign exchange and cooperation by the end of 2020.
《中医药“一带一路”发展规划(2016－2020)》，明确提出至2020年与沿线国家合作建设30个海外中医药中心，颁布20项中医药国际标准，建设50家中医药对外交流合作示范基地。
Do you have your professors at European Universities, teaching TCM there?
No.
Could you recommend cooperation between Chinese private companies, and European local TCM Centers? For instance, for herbal products, coming from Chinese regions.
I think that China should show more positivity in China-foreign FTA negotiation, promote the admission of Chinese medicine in FTA contents, and expand market acceptation with lower access barrier to Chinese medical service and products in countries along the route. We should support powerful Chinese medicine enterprises to set up subsidiaries or branches in Belt & Road countries through establishment, merger, lease, joint investment, etc. Thus, we can build transnational marketing network, construct Chinese medicine logistics and distribution centers as well as economic alliances. We will take the advantage of multi- and bi-lateral FTA negotiations to develop Chinese medicine product and service trade.
我认为中国积极参与中外自贸区谈判，推动将中医药纳入中外自贸协定内容，扩大沿线国家对中医药的市场开放，降低对中医药服务和产品的准入壁垒。 支持有实力的中药企业通过新设、并购、租赁、联合投资等方式在沿线国家建立子公司或分公司，构建跨国营销网络，建设中医药物流配送中心和经济联盟。利用多边、双边自由贸易区谈判，推动中医药产品和服务贸易发展。
How many students of TCM are at your TCM Universities from abroad, especially from European countries?
As one of the first clinical colleges of TCM in China, and clinical base of WHO Traditional Medicine Cooperation Center, Shuguang Clinical College now has 18 teaching and research offices, 8 Doctoral and 12 Master education sites, and 3 postdoctoral research stations. We hold clinical teaching for over 1000 various kinds of students every year.
作为全国中医院校中最先成立的临床医学院之一，世界卫生组织传统医学合作中心的临川基地，曙光临床医学院现有教研室18个，博士生培养点8个，硕士生培养点13个，博士后流动站3个，每年承担1000人次以上的各类学生的临床带教工作。
